Europeaid/120584/D/SV/FJ Call for applications Notice inviting applications The Director, Forum Fisheries Agency, PO Box 69, Honiara, Solomon Islands. 1. Awarding authorities: FFA and SPC are independent, intergovernmental, regional organisations that assist developing island member countries work towards achieving sustainable economic and social development. FFA is the lead regional agency in oceanic fisheries policy and the SPC is the lead regional agency in technical aspects of fisheries sustainable development. 2.a) Award procedures: Open invitation from individuals to the three positions advertised: 1. Fisheries Policy Development Specialist (based at the Forum Fisheries Agency) - this post will have a particular emphasis on assisting Pacific ACP governments to review, build upon, or establish national fishery development processes and policies that identify and maximise the domestic economic benefit from tuna fishing and/or processing. 2. Fisheries Development Officer (based at the Secretariat of the Pacific Community) - this post will have a particular emphasis on supporting the development of fully representative national fisheries associations in each Pacific ACP state, as well as providing technical input to the development and implementation of national tuna fishery action plans and development initiatives. 3. Project Coordinator (based at the Forum Fisheries Agency) - this post will be responsible for assisting the Fisheries Policy Development Specialist in the management and administration of the project. Applications should contain the applicant's Curriculum Vitae, present and permanent address, telephone and fax numbers and e-mail & details of the applicant's motivation for applying for the position and other information that the applicant considers appropriate including when he/she is available to assume duties. It shall also include details (including contact addresses and telephone numbers) of at least 3 references. b) Type of contract: FFA and SPC service contracts. Salary and conditions of service will be in accordance with Council of Regional Organisations in the Pacific standard rates. 3.a) Location of performance of the contract: FFA is headquartered in Honiara, Solomon Islands, with SPC headquartered in Noumea, New Caledonia. Successful applicants will also be required to undertake significant duty travel to all Pacific ACP States. b) Description of services: The technical positions will support the FFA/SPC/EU Project 'Development of tuna fisheries in Pacific ACP countries (DEVFISH)', DEVFISH is a new project designed to increase the benefits that nationals of Pacific members of the ACP States secure from the exploitation of the region's tuna resources. This will be accomplished by increasing Pacific Island owned fishing operations and capabilities, and increasing the contribution from foreign fleets to the development of Pacific Island economies. The project's objective is to improve and coordinate national fisheries sector policies relating to the tuna fishery, including private sector and other stakeholder input to the process. The project will be implemented in the following Pacific ACP Countries; Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Papua New Guinea, Marshall Islands, Samoa, Solomon Islands, Kingdom of Tonga, Tuvalu, and Vanuatu. The project will achieve its aims through collaboration with a number of national and international agencies and national partners using a variety of financial and in-kind support. 4. Expected time for commencement of services: 1st March 2005. 5. Potential applicants who do not have access to the web should email HeleneL@spc.int or telephone +687 (New Caledonia) 26.09.53 for a copy of the recruitment notice. c) Minimum qualifications: To be considered to be eligible, candidates must have the following: Appropriate tertiary qualification for the position and a minimum of 5 years relevant work experience including time in Small Island Developing States, preferably from within the Pacific. Candidates should possess proven technical and field expertise and display a proactive and flexible approach within a multidisciplinary team environment to meeting project objectives and identifying innovative strategies. Strong project and human resource management skills are desirable and all positions will be expected to carry out some training of member country nationals and skills transfer to ensure successful project implementation. Good communication skills and fluency in written and oral English are essential as is a high level of competency in the use of all common software packages. All candidates should display a high degree of gender awareness and cultural sensitivity, and will be required to travel extensively throughout the region that has many health hazards such as malaria, dengue fever, non-potable water supplies and poor sanitary facilities. d) Terms of appointment: All three positions will be for three years, with a possible extension of a further 12 months. 7. Status: Subject to the signing by all parties of the Financing Agreement. |
