Contract specification
6. Nature of contract: Service contract - technical assistance fee-based.
7. Contract description: The purpose of this TA is to provide short-term
and medium-term technical assistance to the Ministry of Health, Barbados
in the following areas: 1) strengthening and reorganisation of the
Ministry of Health to enable it to support and promote the changes needed
at all levels of the health care system to increase efficiency and
effectiveness in managing and delivering health services; 2) evaluating
and advising on implementation of Health Information Systems; 3)
strengthening home and community based care; 4) improving prevention and
management of cardiovascular diseases; 5) improving prevention and
management of HIV/AIDS. This TA is part of sector support to the Ministry
of Health for implementing the Barbados Strategic Plan for Health
2002-2012. Monitoring indicators for assessment of progress will be
developed by the consultants in conjunction with the MoH and examined at
least annually. Specific areas where TA will be required are Management
of Health Systems, Financing Health Services, Quality Assurance,
Information Management Systems Technology, Maintenance and Assessment of
Technology in Health, Health Promotion, Home and Community Based Care,
Adolescent Health, Maternal and Child Health, Cardiovascular Diseases and
Establishment of a Cancer Registry.
8. Numbers and titles of lots: Not applicable.
9. Maximum budget: 1 200 000 EUR.
10. Scope for additional services: The consulting firm should be able to
draw from a comprehensive database for International and Regional Health
Services institutional strengthening and capacity building consultants in
the areas of Ante/Intra/Post Natal Services, Family Planning Services,
Women's Health, Men's Health, Oral Health, Rehabilitation Services, and
Food and Nutrition Services, who could be recruited for short-term
assignments under the project.
Conditions of participation
11. Eligibility: Participation is open on equal terms to all natural and
legal persons, companies or firms or public or semi-public agencies of
the EU Member States and/or the ACP States; cooperatives and other legal
persons governed by public or by private law of the Member States and/or
the ACP States; joint ventures or grouping of companies or firms of ACP
States and/or Member States.
The nationality rule also applies to the experts proposed by service
providers taking part in tender procedures or service contract financed
by the Community.
12. Candidature: All eligible natural and legal persons (as per item 11
above) or groupings of such persons (consortia) may apply.
A consortium may be a permanent, legally established grouping or a
grouping which has been constituted informally for a specific tender
procedure. All members of a consortium (i.e. the leader and all other
partners) are jointly and severally liable to the contracting authority.
The participation of an ineligible natural or legal person (as per item
11) will result in the automatic exclusion of that person. In particular,
if that ineligible person belongs to a consortium, the whole consortium
will be excluded.
13. Number of applications: No more than one application can be
submitted by a natural or legal person (including legal persons within
the same legal group), whatever the form of participation (as an
individual legal entity or as leader or partner of a consortium
submitting an application). In the event that a natural or legal person
(including legal persons within the same legal group) submits more than
one application, all applications in which that person (and legal persons
within the same legal group) has participated will be excluded.
14. Short-list alliances prohibited: Any tenders received from tenderers
comprising firms other than those mentioned in the short-listed
application forms will be excluded from this restricted tender procedure.
Short-listed candidates may not form alliances or subcontract to each
other for the contract in question.
15. Grounds for exclusion: As part of the application form, candidates
must submit a statement to the effect that they are not in any of the
exclusion situations listed in Section 2.3.3 of the Practical Guide to
contract procedures financed from the General Budget of the European
Communities in the context of external actions (available from following
Internet address: http://europa.eu.int/comm/europeaid/index_en.htm).
16. Subcontracting: Subcontracting will be allowed to a maximum of
twenty-percent of the contract value.
17. Number of candidates to be short-listed: On the basis of the
applications received, at least 4 and at most 8 candidates will be
invited to submit detailed tenders for this contract.
Provisional timetable
18. Provisional date of invitation to tender: Estimated date: January
2005.
19. Provisional commencement date of the contract: Estimated date: April
2005.
20. Initial period of execution and possible extension of the contract:
Duration of contract: 36 months.
Selection and award criteria
21. Selection criteria: The following selection criteria will be applied
to candidates. In the case of applications submitted by a consortium,
these selection criteria will be applied to the consortium as a whole:
1) Economic and financial standing of candidate [based on item 3 of the
application form]:
(a) the average annual turnover of the candidate must exceed 5 times the
annualised maximum budget of the contract (i.e., the maximum budget
stated in the procurement notice divided by the initial contract duration
in years, where this exceeds 1 year); and/or
(b) the averages of cash and cash equivalents at the beginning and end of
year are positive.
2) Professional capacity of candidate [based on items 4 and 5 of the
application form]:
(a) minimum professional qualifications required for provision of this
technical assistance are as follows:
Management System Auditor - MBA or Qualified person in the area of Health
Service. Management with a minimum of 7 years experience in the field of
management system auditing within a health services environment.
Project Manager: - at least an MSc in Project Management, with a minimum
of 7 years experience in the Health Services field.
Change Management Specialist - Masters in Health Services Management or
MBA - Firm understanding of Organisational Behaviour and Strategies for
Change within the Caribbean context. At least 7 years experience in
Change Management.
Health Financing Management - At least an MSc in Health Economics or
related field and a firm understanding of National Health Accounts, with
a minimum of 7 years experience and with a working knowledge of Health
Financing in the Caribbean.
Cost and Management Accounting - Masters in Accounting, ACCA or
equivalent. The qualified person in the field of cost and Management
Accounting should have experience in establishing Cost Accounting Systems
for Health Institutions e.g. Hospitals and Health Centres.
Information Technology - Masters in Management of Information Systems
with minimum of 7 years experience in managing Health Information Systems.
Food and Nutrition and Physical Exercise - MSc in Nutrition, Physical
Activity and Public Health, with a minimum of 7 years experience in the
field of Nutrition and Public Health.
Primary and Public Health - Masters in Public Health. The individual
should have a minimum of 7 years experience and a firm understanding of
primary health care and Public Health within the Caribbean Environment
with emphasis on the Community Based Care.
Hospital Management - Masters in the Hospital and Health Services
Management with a minimum of 7 years experience in the Hospital
Management at a senior level.
Health Promotion - Masters in Health Systems Management and Health
Promotion, with a minimum of 7 years experience in the field of Health
Systems Development and Health Promotion at community primary care level
and national public health level.
Public Health Management - Masters in Public Health with a minimum of 7
years experience in the field with expertise in: Home and Community Based
Care, Maternal and Child Health, Adolescents' Health;
(b) at least eighty percent of staff currently work for the applicant in
fields related to this contract; and
at least 20% of all staff working for the candidate this year in fields
related to this contract are permanent.
3) Technical capacity of candidate [based on items 5 and 6 of the
application form]:
(a) the candidate has worked successfully on at least two projects with a
budget of at least that of this contract in fields related to this
contract in the past three years;
(b) the candidate has expertise and experience working in Developing
Commonwealth Countries' Health Systems. Experience in the Caribbean will
be an asset. Knowledge of and experience working with EDF procedures will
be an asset.
If more than 8 eligible candidates meet the above selection criteria, the
relative strengths and weaknesses of the applications of these candidates
must be re-examined to identify the eight best applications for the
tender procedure. The only factors which will be taken into consideration
during this re-examination are:
1) technical capacity;
2) experience working in similar situations;
3) quality and completeness of presentation.
22. Award criteria: As specified in the tender dossier annexed to the
letter of invitation to tender which will be sent to short-listed
candidates.
Application
23. Deadline for receipt of applications: The deadline for receipt of
applications is 10.00 a.m., Barbados time, 31.1.2005.
Any application received after this deadline will not be considered.
24. Application format and details to be provided: Applications must be
submitted using the standard application form (available from the
following Internet address: http://europa.eu.int/comm/europeaid/
index_en.htm) whose format and instructions must be strictly observed.
Any application which does not observe these provisions will be
automatically eliminated. Any additional documentation (brochure, letter,
etc.) sent with an application will not be taken into consideration.
25. How applications may be submitted: Applications must be submitted in
English to the contracting authority:
- either by recorded delivery (official postal service) to: Mr Eric

- or hand-delivered (including courier services) directly to the

The contract title and the publication reference (see item 1 above) must
be clearly marked on the envelope containing the application and must
always be mentioned in all subsequent correspondence with the contracting
authority.
Applications submitted by any other means will not be considered.
