No. II.1.5) Title attributed to the contract by the contracting authority: Accommodation and logistical arrangements for a four day seminar in Brussels, Belgium, on sanitary and phytosanitary issues for administrators from the African countries II.1.6) Description/object of the contract: To organise the travel and accommodation, including breakfast and dinner, and logistical arrangements, including visa and insurance for a 4-day seminar in Brussels, Belgium, on sanitary and phytosanitary issues for 45 administrators from the African countries, including representatives from the UEMOA, ECOWAS, CEMAC, SADC and COMESA umbrella organisations. The organisation includes the practical arrangements of a day trip to Bruges and Antwerp area, Belgium by bus, including lunch. No. II.2) Quantity or scope of the contract II.2.1) Total quantity or scope: The estimated budget is around EUR 125 000. II.2.2) Options. Description and time when they may be exercised II.3) Duration of the contract or time-limit for completion: 9 months from the award of the contract. Section III: Legal, economic, financial and technical information III.1) Conditions relating to the contract III.1.1) Deposits and guarantees required III.1.2) Main terms of financing and payment and/or reference to the relevant provisions: Conditions of the standard Commission's service contracts. Terms of payments are stated in the specifications. III.1.3) Legal form to be taken by the grouping of suppliers, contractors or service providers to whom the contract is awarded: No specific legal form is required but each service provider will be required to become jointly and severally responsible under the contract. III.2) Conditions for participation III.2.1) Information concerning the personal situation of the contractor, supplier or service provider and information and formalities necessary for the evaluation of the minimum economic, financial and technical capacity required: Tenderers shall be excluded from participation in this procurement procedure if: a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations; b) they have been convicted of an offence concerning their professional conduct by a judgement which has the force of res judicata; c) they have been guilty of grave professional misconduct proven by any means which the contracting authority can justify; d) they have not fulfilled obligations relating to the payment of social-security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed; e) they have been the subject of a judgement which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the Communities' financial interests; f) following another procurement procedure or grant award procedure financed by the Community budget, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations. Tenderers must certify that they are not in one of the above-mentioned situations. The following information is accepted as satisfactory evidence that the candidate or tenderer is not in one of the situations described in points (a), (b) or (e), production of a recent extract from the judicial record or, failing that, a recent equivalent document issued by a judicial or administrative authority in the country of origin or provenance showing that those requirements are satisfied. The contracting authority shall accept, as satisfactory evidence that the candidate or tenderer is not in the situation described in point (d), a recent certificate issued by the competent authority of the State concerned. Where no such certificate is issued in the country concerned, it may be replaced by a sworn or, failing that, a solemn statement made by the interested party before a judicial or administrative authority, a notary or a qualified professional body in his country of origin or provenance. Depending on the national legislation of the country in which the tenderer or candidate is established, the documents referred to in the above paragraphs shall relate to legal persons and/or natural persons, including, where considered necessary by the contracting authority, company directors or any person with powers of representation, decision-making or control in relation to the candidate or tenderer. Wherever the tenderer is a consortium of firms or groups of service providers, the above-mentioned information must be provided for each member or group. III.2.1.1) Legal position - means of proof required: the tenderer should provide the following information: - tenders from consortiums of firms or groups of service providers must specify the role, qualifications and experience of each member or group; - legal status of the company/organisation; - name and title of the person entitled to sign; - complete banking references (account number and bank's name, full address of the local branch, international bank code or SWIFT code) and VAT number. The key experts should have no conflict of interest and be completely independent. A statement of independence should be included in the offer. Wherever the tenderer is a consortium of firms or groups of service providers, the above-mentioned information must be provided for each member or group. The tender should also make clear the legal status of the consortium. III.2.1.2) Economic and financial capacity - means of proof required: Evidence of the tenderer's financial and economic capacity to perform the tasks involved in this contract notice. For this purpose all tenderers will provide a full set of audited reports and accounts for the last complete financial year (or the annual budget of the last year in the case of semi-public or non-profit organisations). They may also supply 1 or more of the following references as evidence of financial and economic capacity: - bankers' statements; - audit certificate; - an official certified earnings statement relating to the subject of this call for tender over the last 3 financial years. Wherever the tenderer is a consortium of firms or groups of service providers, the above-mentioned financial information must be provided for each member or group. III.2.1.3) Technical capacity - means of proof required: Evidence of the tenderer's technical capacity to perform the tasks involved in this contract.
