governments of Kazakhstan, Kyrgyzstan and Tajikistan.
Contract specifications
6. Description of the contract: The tender is launched by the EU
Delegation of the European Commission in Kazakhstan, accredited to
Kyrgyzstan and Tajikistan, in the framework of the Central Asia Action
Programme 2002. The contracts concluded under this tender will provide
computer equipment, office furniture, conference room equipment, radio
communication and surveillance equipment, patrol motor vehicles, vehicles
for transport of persons and dogs, a minibus, a station wagon, a ride-on
lawn mower, vehicle weighbridges, X-ray machines and communication and
surveillance equipment for the customs services in the three central
Asian republics.
7. Number and titles of lots: For the customs service of Kazakhstan
(customs training centre and customs dogs' training centre):
lot 1 - computer equipment;
lot 2 - motor vehicles - minibuses for combined transport of persons and
dogs (5);
lot 3 - office furniture;
lot 4 - ride-on lawn mower (mini-tractor) (1).
For the customs service of Kyrgyzstan:
lot 5 - computer equipment;
lot 6 - motor vehicle - minibus (1);
lot 7 - conference room equipment;
lot 8 - vehicle weighbridge (1);
lot 9 - communication and surveillance equipment.
For the customs service of Tajikistan:
lot 10 - computer equipment;
lot 11 - motor vehicle - station wagon (1);
lot 12 - office furniture;
lot 13 - vehicle weighbridge (1);
lot 14 - patrol motor vehicles (8);
lot 15 - X-ray machines (4)
Terms of participation
8. Eligibility and rules of origin: Participation is open on equal terms
to all natural and legal persons participating either individually or in
a grouping (consortium) of tenderers of EC Member States, countries
benefiting from Phare (Bulgaria, Croatia, Romania) and the countries and
territories of the regions covered and/or authorised by the Regulation or
other specific instruments applicable to the programme under which the
contract is financed (see also item 21 below). All goods supplied under
this contract must originate in these countries.
9. Grounds for exclusion: Tenderers must submit a statement to the
effect that they are not in any of the situations listed in point 2.3.3
of the Practical Guide to contracts procedures financed by the general
budget of the European Communities in the context of external actions.
10. Number of tenders: Tenderers (including firms within the same legal
group, other members of the same consortium, and subcontractors) may
submit only one tender for one or more lots. Tenders for parts of a lot
will not be considered. Any tenderer may state in its tender that it
would offer a discount in the event that its tender is accepted for more
than one lot. Tenderers may not submit a tender for a variant solution in
addition to their tender for the supplies required in the tender dossier.
11. Tender guarantee: Tenderers must provide the following tender
guarantee when submitting their tender:
Kazakhstan: lot 1: EUR 1 010,
- lot 2: EUR 1 860,
- lot 3: EUR 360,
- lot 4: EUR 100.
Kyrgyzstan: lot 5: EUR 1 820,
- lot 6: EUR 490,
- lot 7: EUR 250,
- lot 8: EUR 550,
- lot 9: EUR 410.
Tajikistan: lot 10: EUR 560,
- lot 11: EUR 240,
- lot 12: EUR 190,
- lot 13: EUR 550,
- lot 14: EUR 500,
- lot 15: EUR 2 010
If the overall amount of the required tender guarantees of all lots the
tenderer submits his offers for is lower than EUR 1 000, no tender
guarantee needs to be submitted. This guarantee will be released to
unsuccessful tenderers once the tender procedure has been completed and
to the successful tenderer(s) upon signature of the contract by all
parties. This guarantee will be called upon if the tenderer does not
fulfil all obligations stated in its tender.
12. Performance guarantee: The successful tenderer will be asked to
provide a performance guarantee of 3 % of the amount of the contract at
the signing of the contract. This guarantee must be provided no later
than 30 days after the tenderer receives the contract signed by the
contracting authority. If the selected tenderer fails to provide such a
guarantee within this period, the contract will be void and a new
contract may be drawn up and sent to the tenderer which has submitted the
next best compliant tender.
13. Information meeting and/or site visit: No information meeting is
planned.
14. Tender validity: Tenders must remain valid for a period of 90 days
after the deadline for submission of tenders.
15. Period of execution: The period of execution of tasks shall commence
on the date fixed in accordance with article 18 of the special conditions
and shall be as stated in the contract, without prejudice to extensions
of the period which may be granted under article 20 of the special
conditions.

18. How to obtain the tender dossier: The tender dossier is available

tender/index_en.htm. The tender dossier is also available for collection
from the contracting authority. Tenders must be submitted using the
standard tender form included in the tender dossier, whose format and
instructions must be strictly observed.

before the deadline for submission of tenders given in item 19. The
contracting authority must reply to all tenderers' questions at least 11
days before the deadline for submission of tenders.
19. Deadline for submission of tenders: 17.11.2005 (12.00) Almaty time.
Any tender received after this deadline will not be considered.
