Section II: Object of the contract II.1) Description: Grants Manager for Governance Accountability Project in Bosnia and Herzegovina. II.1.6) Description/object of the contract: The procurement of the services is undertaken as open tendering in accordance with Sida procurement guidelines (SPG) adopted in September 2002. The project is financed by Sida Stockholm. The Governance Accountability Project - GAP. The Governance Accountability Project, GAP, for Bosnia and Herzegovina (BiH) is designed to build the capacity of a critical mass of municipalities to better serve their citizens within a policy and fiscal framework of good governance. It is a jointly funded effort between the United States Agency for International Development (USAID) and Swedish International Development Cooperation Agency (Sida) that will run over approximately 37 months, with a total budget of 20 000 000 USD (150 000 000 SEK). The consultancy services for management, procurement of goods, works and services for the project have been assigned to Development Alternatives, Inc. (DAI). The project consists of four components: 1) direct municipal interventions; 2) policy interventions at state and entity levels; 3) strengthening of the common voice of local governments; 4) municipal loan assistance. One sub-component of component 1 is 'Reform enabling material assistance', consisting of two separate grant funds. Under grant fund A, a sum of approximately 30 000 000 SEK of project funds will be available to purchase equipment and/or supplies for local governments to implement approved contractor recommendations which require capital outlays. Grant Fund B is meant to provide broader assistance to the community and can be used to facilitate rapid completion of priorities developed by citizen groups in conjunction with the municipality. This procurement is aimed at contracting a company that will deal with Grants management regarding the Swedish contribution of approximately 10 000 000 USD. Under the direction of the Chief of Party, and in concert with the GAP component leaders and staff, the subcontractor will implement the GAP grant programme. The subcontractor will provide the professional staff, equipment, vehicles, and furniture to achieve tasks one and two above.
